On October 31, 2024, the National Atomic Energy Agency and other twelve departments issued a notice on the issuance of the "Three-Year Action Plan for the High-Quality Development of the Nuclear Technology Application Industry (2024-2026)" (hereinafter referred to as the "Action Plan"). The "Action Plan" points out that by 2026, my country's nuclear technology application industry's independent innovation capabilities will be significantly improved, and the industry field will be further expanded.

The "Action Plan" lists "coordinating isotope supply and implementing supply guarantee capacity improvement actions" as a key task, which mentions the need to accelerate the formation of stable isotope production capacity. Carry out research on separation and purification technologies of high-abundance and high-chemical purity stable isotopes, open up the stable isotope industry chain, enrich the number of stable isotope products, and increase the scale of stable isotope production. Coordinate the scientific research and production of commonly used or strategically urgently needed stable isotopes such as iridium-191, ytterbium-176, gadolinium-160, xenon-124, molybdenum-100, germanium-72, silicon-28, carbon-13, boron-11, and helium-3.
